allowance has further to be made for men on leave and in

Shaukiwan and Aberdeen.

I am of opinion that while in the past night-

ly patrols by Police boats in the harbours of these small

fishing villages may have been necessary, they are so no

longer. At both of the Police Stations in these villages

there is a boat's crew maintained by the Harbour Department

for the use of the Police Officer in charge, who collects

the fees for the Harbour Department from the shipping using

the harbours.

I have arranged with the Harbour Master that

in consideration of a payment by this Department of $1.50

per month to each of the boatmen at these stations, the lat-

ter will be available for the use of the Police for sur-

prise patrols at night and in case of emergency.

I consider that such surprise patrols will

suffice for the policing of these village harbours.

The saving effected in the expenditure of

this Department by the above arrangement would be per month
